The primary activity will be monitoring and reporting on criminal
proceedings and the institutional functionality of the courts in the
Banja Luka / Doboj Office's area of responsibility. This monitoring
will focus particularly on implementation of legal and structural
reforms, and the independence and transparency of the judiciary. The
RoLM will be assigned to work within the Banja Luka / Doboj Office
Trial Monitoring Team and will be responsible for monitoring cases
according to the policy and guidelines established by Head Office and
overseen by the Judicial Legal Reform Unit. The RoLM will prepare
regular reports on monitored cases and provide them directly to the
Senior Human Rights Adviser and Legal Advisor working with the
Monitoring Team. The RoLM will also draft spot reports and end of case
reports as and when required.

REPORTING:
The Rule of Law Monitor reports directly to the Senior Human Rights Officer within the respective office.

TASK AND RESPONSIBILITIES:
* Monitor cases before specified courts according to the policy and guidelines established by Head Office;
* Drafts daily hearing reports on monitored cases relating to
the war crimes, juveniles, and trafficking related cases, as well as
other priority issues as they arise;
* Drafts spot reports and end of case reports as deemed necessary by the monitor or upon request from the Head Office;
* Follows legislative, institutional and policy developments related to human rights and the rule of law;
* Coordinates workload and case selection with Legal Advisers in Head office and other trial monitors as necessary;
* Performs other duties as required.

MINIMUM QUALIFICATIONS:
* Secondary education required, while formal study in law desired;
* 2 years legal and/or human rights related professional experience;
* Working knowledge of European and/or international human rights conventions;
* Professionally fluent in written and spoken English;
* Valid vehicle driver license and willingness to drive oneself;
* Willingness and experience working in a challenging environment;
* Flexibility, patience, and ability to work under pressure and time constraints.
