Requirements include, but are not limited to:

- Advanced degree in political sciences, international relations, public policy, law, gender studies, international human rights law or other human rights related fields
- Experience working with human rights, minority or gender issues
- Demonstrable organizational, analytical, communication and interpersonal skills
- Experience in drafting reports
- At least six years of professional experience in the area of gender mainstreaming
- International field work experience with gender equality issues in the OSCE region, preferably in Central Asia
- Knowledge of methodologies for promoting gender equality and women empowerment
- Knowledge of existing online self-learning modules on gender mainstreaming particularly in the areas of security, democratization, rule of law and conflict prevention
- Understanding of participatory development processes and appreciative inquiry
- Ability to facilitate complex learning exercise with aspects of research and knowledge management, networking skills and advocacy experience
- Proven experience in drafting, developing, devising and providing training courses aspects of gender mainstreaming
- Excellent drafting skills
- Demonstrable communication and problem-solving skills, as well as initiative and the ability to fulfill tasks and responsibilities with minimal supervision
- Working knowledge of the Russian language
