Requirements include, but are not limited to:

- Advanced education/certified training course in relevant field. Advanced degree in a management discipline an asset

- Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

- Served/serving as senior manager in a national training institute that engages in instruction for border-related issues, to include budget and personnel management duties, as well as public presentation of the institution or entity

- Extensive work experience in senior level leadership positions in any of the following environments: border security and management agencies, training and education institutions

- Management and leadership qualities including ability to establish and maintain effective working relationships with people of different national, cultural and religious backgrounds, different genders, and diverse political views, while maintaining impartiality and objectivity

- Prior experience in border security and management related fields such as international customs practices and procedures, law enforcement, military observation

- Experience in results-based program management

- Knowledge of OSCE principles and commitments (desired)

- Working knowledge of the Russian language (desired)

- Knowledge of Tajik, Dari or other OSCE languages (desired)

- Experience in cooperative initiatives in partnership with international organizations, non-governmental organizations or private implementing partners (desired)
