eResearch Proposal Management (eRPM) Update

The all campus eRPM release is scheduled for late March 2009 and the pilot phase is going well. Training resources and Award Notification process improvements are available. James Randolph sent a message to eRPM info on February 27. Learn more in the eResearch section.

Role in OARS Changed to Benefit Financial M-Reports Users

The M-Reports role to request project/grant report access has been renamed, from SponsProjectGrant to ProjectGrantReports. This better reflects that users are able to view both sponsored and “non-sponsored” project reports in M-Reports, since it’s expanded to include financial reports for UM-funded, gift, and other projects .

I am pleased to announce that M-Reports, a business intelligence reporting application, now provides online financial reports for UM-Funded, Gift, and Other projects. These reports give you a more complete view of your "non-sponsored" projects' financial status.

BENEFITS
Research Project Investigators and Administrators who are already using M-Reports to view sponsored project financial reports, find the system intuitive and the financial detail beneficial. I encourage you to use these “at-a-glance” reports for your “non-sponsored” projects as they allow you to quickly:
-- Identify high-level balances for your project/grant(s)
-- Review revenue, expenditure, and projections for future project commitments (e.g., salary, benefits, financial aid)
-- Determine if UM-Funded, Gift, or Other project/grants should be closed due to inactivity. To close a project, see the Unit Defined Project/Grant Maintenance Form on the Financial Operations Web site. Click this link and then select Project/Grant to open the form: <http://www.finops.umich.edu/accounting/chartfields/requesting>

FEATURES
M-Reports is located at: <http://wolverineaccess.umich.edu/reporting_secondary.jsp>.
The navigation path is: University Business > Reporting > M-Reports. Once in M-Reports, click the FIN. MGMT tab to:
-- Obtain official and projected balances for your open “non-sponsored” projects from the Summary of Projects Report.
-- View a project's balance by revenue or expense account (appropriations, staff salaries, communications, etc.) on the Project Grant Activity Report.
-- Link to the underlying transaction detail, such as vouchers and estimated future salary expenditures. Detail is available for the current and the prior three fiscal years.

To view Internal Controls - Employment reports, select Summary of Projects from the left navigation menu on the FIN. MGMT tab to view your UM-Funded, Gift, or Other project/grants.

ACCESS DETAILS
-- Faculty: Uniqname and UMICH Kerberos password are required to log in. If you are a faculty member without an MToken, mark the “I don't have an MToken” checkbox on the Weblogin screen.
-- Non-Faculty: Uniqname, UMICH Kerberos password, and MToken are required to log in. If you do not currently have an MToken, visit an MToken Distribution Center <http://www.mais.umich.edu/mtoken/mtoken_distribution.html> to obtain one or to speak with an MToken administrator.

Note: Reports are currently best viewed using IE 7 or Safari Web browsers.

DART Funding Approved

U-M Executive Officers approved funding (pending contract negotiations) to replace the current Donor, Alumni and Constituent (DAC) Database with a new Donor and Alumni Relationship Tool (DART).
This marks a major milestone in the project. Approval granted by the following:

Successful Fit-Gap Evaluation Concluded
The Fit-Gap evaluation gave the project team much valuable information about how to proceed.
Read the DART Business Case Executive Summary for more details on the project team's evaluation and recommendations.

Project Team moving on to Next Steps
Next steps are to finalize negotiations with the vendor and create teams to move the project along. The project team will ask for participation from the development and financial communities once a project plan for implementing DART is in place.

First 2010 Award Notices for Entering Students

The Office of Financial Aid announces the deadline to add departmental awards to the first 2010 award notices. Tuition-valued award entry also begins for entering students.

AWARD ENTRY DEADLINE
OFA will send the first award notices for Aid Year 2009-2010 to entering students beginning the first week of March. To add your scholarships on these notices, enter your awards by the close of business on Monday, March 2, 2009.

This includes tuition-valued awards, which may now be entered in M-Pathways using the “Calc Flag” field. Scholarships entered after March 2, will be included on notifications to students at a later date.

OVERVIEW OF AWARD NOTICE PROCESS
OFA sends e-mail notifying all students when they have a financial aid award notice available. Students who have not supplied the University with a valid e-mail address will receive a paper copy of the award notice sent via U.S. Mail. Students may view and print their award notices on Wolverine Access > Student Business, or they may request a paper copy from OFA.

Entering students, who may not have their uniqname and UMICH (Kerberos) password, can establish a Friend account to log in to Wolverine Access > New & Prospective Student Business to view their award notices. Students also may authorize access for parents and others to view a selection of their financial aid data, which includes award notices.

Financial Aid Award Entry Reminders for Spring-Summer 2009

The Office of Financial Aid announces the award entry deadlines for anticipated aid to appear on student account statements, and describes how to correctly enter Spring-Summer awards for proper disbursement.

AWARD ENTRY REMINDERS FOR SPRING - SUMMER TERMS:
To be entered correctly, merit aid awards for the upcoming Spring, Spring/Summer, and Summer terms need values of “2009” for the Aid Year and “Non-Standard” for the Award Period.

It also is important to use the appropriate Disbursement Plan and Split Code values. If a student needs to receive funds prior to the first scheduled disbursement dates, e-mail a request for a disbursement override to OFA at sfps@umich.edu. This enables the payment to be processed for the student in the next weekly off-cycle payroll.

Do not select “Winter term disbursement” values for Spring, Spring/Summer, or Summer term awards. This could result in adjustments to students' need-based financial aid eligibility in the Winter term.

ANTICIPATED (PENDING) AID DEADLINES:
For awards to display as anticipated aid on student account statements, enter the awards by:
-- April 8, 2009, for Spring and Spring/Summer anticipated aid to display on the April 12, 2009, statements.
-- June 3, 2009, for Summer anticipated aid to display on the June 8, 2009, statements.

Follow-Up Information for HRMS ULs from University Payroll

Earning Codes changed to a Supplemental Tax Method. See the message from Norel Tullier, University Payroll:

At an HRMS UL meeting last Fall, I announced that quite a few Earnings Codes would be changed to a Supplemental Tax Method which means that the payments under these Earnings Codes would be withheld at a flat tax rate of 25% for federal tax. The ULs attending the meeting asked me to let them know when this information was available on the Payroll web site.

It is now available. On the Payroll web site, choose the “Forms and Tables” selection in the navigation menu on the left side of the page. Scroll down to the bottom of the listing and choose the “Earnings/Time Reporting Codes” from the “Tables” section of the listing.

The Earnings Codes that will be taxed at the 25% rate for federal tax have “S” in the “Tax Method” column in the spreadsheet.

The proposal administrative department will default to the department of the appointment of the PI selected on the PAF or the PI can choose another proposal administrative department. Since any department can serve as the proposal administrative department, the proposal administrative department may not reflect the administrative or appointing department of the PI or any of the personnel entered on the PAF.

All school/college(s) information in the repository queries above refers to the school/college(s) of the proposal administrative department.
