What to do about TypeCode.xls and UseCode.xls?

In the data dictionary, under Building Permits, we have a data dictionary file called TypeCode.xls that serves as a key to the TYPEBP attribute in the BP file. We also have a file called UseCode.xls that is a description of the USE attribute in the BP file. How do we explain that these data dictionaries are keys? ... stay tuned.
